The Negreira case has once again moved into the spotlight following Real Madrid's request for action regarding the payments made by Barcelona to former Technical Committee of Referees vice-president José María Enríquez Negreira.
The report submitted by Real Madrid to UEFA argues that the matter should be addressed through football's disciplinary system, which grants confederations authority to impose sanctions in cases that affect the integrity of competitions.
According to the report, Real Madrid's position marks a return to a more confrontational approach within Spanish football, with the club seeking disciplinary action over an issue linked to a domestic competition.
The article points to Article 4 of UEFA's disciplinary regulations, which gives the governing body the power to exclude clubs from its competitions if their conduct threatens the integrity of those tournaments.
UEFA has previously described the Negreira case as one of the most serious scandals in football. While the organization has not closed its investigation, it opted to await developments in the judicial process before making a final decision.
The report also notes that UEFA is not necessarily required to wait for a court verdict before taking disciplinary action, as its regulations allow for independent decisions concerning the integrity of competitions.
FIFA, meanwhile, remains in a monitoring role. The global governing body can intervene in matters involving federations, match-fixing or fraud, but disciplinary measures against clubs competing in European tournaments fall under UEFA's jurisdiction.
According to the article, UEFA regulations could allow Barcelona to be excluded from European competition for a season without the need for a final court ruling, should the governing body determine that the integrity of its competitions has been compromised.
