FIFA prepare new framework to tackle excessive transfer valuations

FIFA is preparing changes that could significantly reshape the transfer market from 2027, with a new version of the Regulations on the Status and Transfer of Players set to introduce substantial amendments to Article 17.

According to Diario AS, the new rules will require compensation agreed for the unilateral termination of a contract to be reasonably proportionate to the actual circumstances of each case. The framework is scheduled to come into effect on January 1, 2027, with the aim of preventing clubs from protecting themselves through disproportionate compensation figures.

The main change will concern how the cost of terminating a contract is calculated. Factors such as the remaining value of the contract, outstanding salaries, the cost of replacing the player and potential structural damage to the club will be taken into consideration.

FIFA also intends to ensure that compensation is determined according to economic principles rather than simply based on a figure established unilaterally without considering the circumstances of the transaction. In addition, procedures are expected to be resolved more quickly, with a maximum timeframe of around 45 days.

The changes could have major implications for the European transfer market, particularly in cases involving prohibitive clauses or valuations that have prevented clubs from negotiating. AS cites the example of Julián Álvarez, suggesting that situations in which a club refuses to negotiate based on an exceptionally high valuation could be handled differently under the new framework.

However, FIFA will not establish a single maximum compensation figure. Each case will instead be assessed according to principles of proportionality, balance and the specific circumstances of the contract.

If implemented as reported, the new regulations could bring significant changes to the transfer market as it currently operates.
