The Civil Guard has submitted its final report on the 'Negreira case' to Judge Joaquín Aguirre. According to this document, "it has not been proven" that the 7.5 million euros paid by FC Barcelona to companies linked to former Vice President of the Technical Committee of Referees, José María Enríquez Negreira, and his son Javier Enríquez Romero, between 2001 and 2018, were intended to provide alleged advice on arbitration matters.
The report highlights that the final destination of the "refereeing reports" prepared by Negreira for Barça from 2014 to 2018 has not been accredited, nor has their use by any department of the club, including the technical staff, been verified.
The Civil Guard's conclusions point out that Negreira had significant influence within the refereeing community, indicating that his role on the committee was not merely representative. "He performed important functions within that entity, such as informing referees of promotions and demotions, reviewing classification scores, or attending periodic meetings, for which he received amounts in the form of allowances."
The report states that Negreira was close to the president of the CTA, with whom he had a "very close" relationship. "Negreira was responsible for directly communicating to referees the provisional classifications during mid-season physical-technical meetings, as well as the telephone communication of promotions to the First and Second Divisions," the report notes.
Additionally, the Civil Guard report concludes that a total of €2,826,543.27 in supposedly unjustified income was found in the bank accounts of Ana Paula Rufas López, the wife of the former Vice President of the Technical Committee of Referees.
Negreira's wife not only received money from Barcelona but also conducted business with the CTA, supplying office supplies such as pencil cases, metal pens, folders, gold-plated key rings, watches, and pins with engraved or laser-marked logos through the company DASNIL 95 SL.
